Relates to: 00/0768 - Outline planning permission 03/1531 - 04/1536 - Variation of Condition 11. Granted with conditions. 04/1537 - Variation of Condition 11. Granted with conditions. 06/0168 - Partial Discharge of Condition 16 to 00/0768. "Members considered that monitoring should be regular and effective to ensure the concerns of residents were addressed. This would be undertaken by the Council, including the biodiversity officer, and the developer. Also, the Countryside Council for Wales would monitor the process." Granted, subject to an appropriate and effective programme being utilised to monitor the implementation of the method statement. 06/0169 - Partial Discharge of Conditions 09 and 10 to 00/0768. Outcome of the application was unclear, with the open-ended comment: "To request the Head of Planning and Economic Regeneration to address the concerns of the Ward Members and, if these are adequately addressed by the developer, to determine the application." 06/0170 - Partial Discharge of Condition 06 to 00/0768. "Mr C Pugh of White, Young and Green indicated that stockpiling of soil was standard procedure and that it could not be removed until it was tested. Material would be capped on site with plastic sheeting to prevent leaching and the situation would be monitored. Should asbestos fibres be detected, works would cease until the situation was dealt with. The presence of PCB’s on site could be a risk to groundwater but this could be addressed." Outcome of the application was unclear, with the open-ended comment: "Granted, subject to an appropriate and effective programme being utilised to monitor the implementation of the method statement" 06/0171 - Variation of Condition 14. Granted. 06/0174 - Partial Discharge of Conditions 06, 07 to 03/1531; and Condition 20 of 00/0768. Granted. 06/0184 - Removal of Condition 08 to 00/0768. Granted.
