Revised Application Form. For reasons not known, an attempt to submit this form in an underhanded, slightly fraudulent manner appears to have taken place. Although the form was received by Newport council on 23-04-2014, the Declaration at the foot of the form is dated 12-12-2013: the same date as the original Application Form. The updated form (using a more recent Newport council template) contains many material changes when compared with the original Application Form. It is not known why the Applicant wished to retain the original Declaration date on this more recent Application, but such tricks are often done to keep material changes 'under the radar'. Newport council has used a similar trick in the past when 're-issuing' a planning Decision Notice. The document is also available here.

This April 2014 version is an updated Non-Technical Summary. Curiously, both Para 2.8 and 2.13 refer to a 'Chapter 2A' which was never included in this document! Note that no one put their name to this document. Therefore, it's not clear that the document has been either prepared or approved by a suitably qualified professional. It would appear that the document has not been authorised for use. The previous December 2013 version of the Non-Technical Summary stated that the Local Planning Authority (Newport council) had not advised that an assessment of the cumulative impacts was necessary. Therefore, no assessment of the cumulative impacts was included in the first version of the Environmental Statement. This apparent attempt by Newport council to circumvent the Law by 'salami slicing' the overall development of the site was clearly unlawful. Following critism by Chepstow Friends of the Earth, Newport council corrected its error and this led to a hurried re-drafting of the Environmental Statement in an attempt to include the cumulative impacts of all development activity on the site. It is clear that the hurriedly-prepared update to the Environmental Statement was not as complete as it needed to be. In particular, the eventual Environmental Statement makes no mention of radioactive waste being present on the site. Also, the Contents page is missing and, as menetioned, the text refers to a non-existant 'Chapter 2A'. Overall this document contains many errors. This version of the Non-Technical Summary stated that the Local Planning Authority (Newport council) had not advised that an assessment of the cumulative impacts was necessary. The pages are not numbered, and it would appear that the document has not been authorised for use. Newport council planning web site states that this document is "SUPERSEDED IN PART (Chapters 9, 10 & 15 superseded)", but it is not clear what this means. Nevertheless the comment does provide a hint that any attempt to understand the Environmental Statement is made extraordinarily difficult because piecing together an up-to-date set of documents becomes impossible. Indeed the Originator has successfully made a paperchase out of the Environmental Statement documentation process. The resulting Environmental Statement is a hotchpotch of poorly controlled documents where it is difficult to determine which chapters are still relevant, and which ones are not. Alarmingly, Para 2.11 states "We note that no request for an assessment of cumulative impacts was made by Newport City Council's screening and scoping opinion (Appendix 1.2 refers); therefore, this is not considered in detail as part of each technical assessment contained in this written statement". It follows that this Environmental Statement is of no practical value. The document is also available here.
